Robot Supply Chain Restructuring, 4 Strategic Approaches by Taiwanese Manufacturers The ongoing US-China technological confrontation has extended into robotics, creating a divided global supply chain split between "China supply chain" and "non-China supply chain." The humanoid robot market faces not only technical challenges but also uncertainties in market acceptance, with the US and China leading development, while Japan and Europe are actively catching up. The ecosystem supporting humanoid robots encompasses more than just manufacturing and is critical in defining competitive advantage across regions. Morgan Stanley projects the global humanoid robot market will reach nearly $5 trillion by 2050, surpassing the automobile market. Core value in this market lies in robot brains, sensors, actuators, and dexterous hands. Cost differences due to supply chain origins are stark: using the China supply chain, the bill of materials (BoM) for humanoid robots is around $46,000 this year, compared to $131,000 when using European or American supply chains. By 2034, the China-based BoM cost is expected to drop further to about $16,000, emphasizing its cost and scale advantages despite geopolitical uncertainties impacting market acceptance. Amid intensifying US-China tensions, companies worldwide are seeking a "third option" to mitigate political risks, positioning Taiwan as a critical player in the restructured robot supply chain. By 2030, New Cluster to Host Thousands of AI Companies as Zhangjiang AI Innovation Town Launches On September 16, Zhangjiang Artificial Intelligence Innovation Town officially launched in Shanghai’s Zhangjiang Science City, aiming to cluster over 500 AI companies by 2027 and expand to 1,000 AI companies with an industry scale of 100 billion yuan by 2030. The 2-square-kilometer area will feature over 700,000 square meters of industrial space supported by commercial, convention facilities, and talent housing, fostering an integrated AI ecosystem combining R&D, ecology, application, and daily life. A 2 billion yuan Zhangjiang AI Innovation Town Link Fund was introduced at the launch event, co-initiated by Hillhouse Ventures and Pudong Venture Capital, to support entrepreneurs and cultivate AI unicorns. This fund will work sequentially with the existing Pudong AI Seed Fund, also sized at 2 billion yuan, which has already signed over 20 AI companies specializing in reinforcement learning algorithms, intelligent control technologies, and AI applications aligned with the town’s strategic focus. The event also marked the opening of the Zhangjiang AI Innovation Town Service Center, released top municipal and district AI application demands, and saw partnerships and enterprise settlement agreements, signifying a new stage of scalable AI innovation in Shanghai. Since its concept was unveiled at the 2025 World Artificial Intelligence Conference, more than 40 companies, including Yuntian Lifi and Acceleration Era, have settled in the town. Pudong has established a comprehensive AI industry chain, with a 160 billion yuan industry scale in 2024 accounting for nearly 40% of Shanghai’s total AI market, and hosting over 600 key enterprises across sectors such as intelligent terminals, autonomous driving, education, finance, cultural media, and the online new economy. Zhangjiang AI Innovation Town aims to enhance this by coordinating municipal and district policy, building support systems, and promoting industry upgrades to create a world-class AI cluster. Changlian Technology's Generative AI Care Robot Debuts, Expected to Mass Produce in Q1 Next Year Changlian Technology, a joint venture between Changjia Intelligent and Phison Electronics, unveiled its first generative AI care robot prototype at an investor conference. The robot will undergo a three-month field validation at China Medical University Hospital starting in October 2025, with plans for mass production in the first quarter of 2026. Taiwan faces a nursing manpower shortfall estimated between 60,000 and 80,000 by 2030, leading to increased burdens on existing staff and higher attrition. Traditional medical robots have been limited to low-level tasks, lacking the technological sophistication needed for broader adoption. Generative AI advancements have now enabled wheeled robots to perform some care duties effectively, overcoming previous limitations. The generative AI care robot uses high-computing-power servers to tailor AI models for each hospital, supported by text–speech conversion and motion control onboard. Integration with hospital information systems (HIS) allows the robot to provide accurate responses based on patient data. Its initial services include environment navigation, health education consultation, item delivery, and remote ward rounds. Future iterations will introduce non-contact physiological data measurement and environmental monitoring, aiming for classification as a medical device. The first-generation robot is expected to handle about 30% of nursing workload, increasing to 50% with the second generation. US SEC Investigation of Rule 232 Puts Pressure on Robot Chains The U.S. Department of Commerce announced on September 24, 2025, a new Section 232 investigation targeting imports of robots, industrial machinery, medical supplies, medical consumables, and personal protective equipment. This probe focuses on whether these imports threaten U.S. national security and could lead to the imposition of additional tariffs. The inclusion of popular robots in the investigation has raised concerns among institutional investors, particularly regarding Taiwanese manufacturers 盟立 (2464), 和大, and 亞光, which are key suppliers to U.S.-based robot customers but produce mainly outside the United States. The Section 232 investigation requires companies to submit future demand forecasts for robots and industrial machinery and assess whether domestic production can meet U.S. demand or if foreign supply chains are necessary. Among Taiwanese firms, 盟立, 和大, 亞光, 能率集團, and others are notable for their involvement in Tesla’s humanoid robot Optimus supply chain. 盟立 has developed robot weight-reduction material and co-founded the company 盟英 with 和大, focusing on harmonic reducers and robot joint kits, while 亞光 supplies lenses and cameras to Tesla. In response to the investigation, 盟立 indicated that potential tariffs on robot imports could prompt supply chain relocations to optimize production for the U.S. market. 亞光 noted its robot products serve customers in mainland China, Europe, and the U.S. 能率集團 and its affiliate 佳能, collaborating closely with an American robotics company, stated that their robot-related orders mainly involve components like AI vision and sensors, not full machine assembly, thus currently unaffected by the probe.
